A. Consider approving the October 16, 2023 Pre-Agenda and City Council meeting minutes. (Fugett)

B. Consider approving 2nd reading of AX23-14, an ordinance to annex property located at 504 Whites Mill Road; PIN #4743-27-0142; the Calvary Baptist Church of Statesville property. (Ashley)

C. Consider approving 2nd reading of AX23-15, an ordinance to annex property located at 2716 Newton Drive, PIN #4724-63-3582; Margie & Bobby Pope property. (Ashley)

D. Consider approving 2nd reading of a 2019 Mobility + Development Plan Amendment filed by Lisa Valdez on behalf of Statesville Select Properties, LLC to remove Berkshire Drive Extension, between Tax Map #’s 4744-53-2188 and 4744-53-6145. (Ashley)

E. Consider approving 2nd reading of a 2019 Mobility + Development Plan Amendment filed by the City of Statesville to remove the James Farm Road Extension/Flyover I-77 to Peppercorn Lane and Crawford Road. (Ashley)

F. Consider approving 2nd reading of rezoning request ZC23-14 for the property located at 103 Serene Meadow Trail, Statesville, NC; Iredell County Tax Parcel #4732-56-5223; from Iredell County RA and Troutman RS to City of Statesville R-A. (Ashley)

G. Consider accepting a restricted donation from Opus Financial Advisors of $4,500 for sponsorship of the annual Greensboro Symphony Holiday Pops event and approve Budget Amendment #2024-14. (Griggs)

H. Consider accepting a restricted donation from Statesville Housing Authority for $12,500 for their portion of the sculpture to be erected at the northwest corner at the intersection of Shelton Avenue and McElwee Street and approve Budget Amendment #2024-15. (Griggs)

I. Consider approving a request from the Statesville Police Department to receive Year 4 grant funding from the North Carolina Governor’s Highway Safety Program that will provide 50% funding for Fiscal Year October 1, 2023 - September 30, 2024 for salaries and travel/training for two existing officers in the amount of $72,475.00 with a 50% MATCH provided by City of Statesville of $72,475.00 along with approval of a Resolution to accept the GHSP grant and approval of Budget Amendment #2024-13. J. Consider accepting a grant in the amount of $145,000 from the Golden Leaf Foundation Flood Mitigation Program for the design of the Sunningdale Lane Culvert Replacement Project and approving Budget Amendment #2024-11. (Moore).

K. Consider accepting estimated net investment earnings of $450,000 with $400,000 retained in Contingency and $50,000 re-purposed to fund the DELCO Project asbestos abatement, demolition, and soil investigation work at 124, 128, and 150 E Front St (City-owned properties) and approve BA #12. (Carr)
